Tim Rouse Serving his second year as Council President, Timothy Rouse is in his third year as a Council Member.

Welcome! I am seeking re-election to the South Bend Common Council as an At-Large council-member. There are three At-Large seats on the Council. The Democratic Party Caucus elected me to the Council in December 2004. I feel privileged to have served with my common council colleagues. I am the least tenured member of the council. Nevertheless, I have a clear understanding of the legislative and fiduciary duties and responsibilities of this office. Equally important, I am determined that a due diligence process be administered to the business coming before the Common Council.

Below are listed some key points concerning my quest for re-election: - I am committed to collaborating with other branches of local government, i.e. City Administration, County Council, County Commissioners, South Bend Community School Corporation, to address a variety of issues facing our City and aggregate community.
- I am aware of the limited statuary authority of the Common Council. I am also aware of the enormous opportunity to influence proactive and positive change toward becoming a better city.
- I have worked hard for the best interest of the citizens of South Bend. I have collaborated, partnered and dialogued with several stakeholders and residents.
- I have served on boards, taskforces and committees related to the position. During my watch as President of the Council, we have acted upon 186 resolutions and 101 bills.
There is still much to do (see campaign issues). Too often candidates for political office, immersed in rhetoric, make promises and statements they can’t possibly fulfill alone. Statements promising jobs, war on crime, good housing, excellent education, economic development, etc. Please consider the formula P+P=B; Promise + Performance = Ballot. When elected, I promised to help pass the City Plan, the first comprehensive plan in 40 years. I promised to take a strong stand on tough issues such as taxes. I have met the promises I made and my performance speaks for itself. I ask for your support and vote on May 8, 2007 in the South Bend Common Council At-Large Primary.
